NoteKansas SAFE Act (enacted ~2013) struck down by federal court (10th Circuit, 2020; SCOTUS declined review). Registration proceeds without active DPOC enforcement. HCR 5004 constitutional amendment on Nov 2026 ballot would enshrine citizenship requirement (validated Mar 13, 2026).
