Oregon uses vote-by-mail (signature verification, no poll ID) and a 21-day pre-election registration deadline for new registrants. In early 2026 the Secretary of State adopted final Oregon Motor Voter administrative rules (Permanent Administrative Order 2-2026) responding to a 2024-25 DMV error that automatically registered 1,700+ apparent noncitizens; the rules tighten DMV-confirmed citizenship plus attestation under penalty of perjury and add DMV notice requirements (EDVR provisions effective immediately; most other rules effective Jan 1, 2027). This is a procedural/conditional verification fix, not a universal documentary-proof-of-citizenship mandate.
