WATCH: SJR 9 (Citizens Voting Amendment) was adopted by both chambers in the 2026 session (House 97-0 Mar 13, 2026; Senate unanimous Mar 14, 2026) and is on the Nov 3, 2026 ballot; it would amend the WV Constitution so only U.S. citizens who are state citizens may vote. It is not yet ratified and does not itself impose documentary proof of citizenship at registration. The 2026 session adjourned Apr 12, 2026 with about 11 election bills signed by Gov. Morrisey (e.g., SB 59 legal-residency requirement); none creates a DPOC registration mandate.
