It also removed Social Security/benefits cards as acceptable voter ID and eliminated the 'personally known' officer affirmation. HB 139's general provisions took effect Jul 15, 2026; its citizenship-verification provisions take effect Jan 1, 2028. Separately, Kentucky's 2024 Constitutional Amendment 1 (declaratory citizen-only voting) passed ~64% and is in effect.
